ARE MOTORISTS TAXED TO THE HILT?Thursday July 17,2008 DRIVERS face having to pay motorway tolls to beat congestion despite already forking out £45billion a year in taxes, it has emerged. Transport Secretary Ruth Kelly yesterday confirmed she is considering US-style tolls on designated motorway lanes to give drivers a quicker journey.
