GORDON'S TERROR BATTLE ON TWO FRONTS

Monday June 4,2007

By Macer Hall, Political Editor

GORDON Brown last night announced a drive to win Muslim “hearts and minds” by launching new internet services in Arabic.

But he also indicated his backing for tougher anti-terror laws, including a fresh attempt to give police the powers to hold suspects for up to 90 days.

The Prime Minister-in-waiting revealed the Number 10 official website will be translated into Arabic, Farsi and other Middle East tongues later this month. And he also backed a university project to place published historical books about British democracy on the worldwide web to counter Islamic extremism.

On security, he is also ready to consider changing the law to allow phone-tap evidence in court, a move previously opposed by Tony Blair after advice from security chiefs.

In a speech in Newcastle, Mr Brown claimed the West was facing a “new Cold War” in the ideological struggle with militant Islamic groups like Al Qaeda.

We cannot win this militarily or by policing or intelligence alone

He said: “It is absolutely clear to me that we’ve got to win the battle of hearts and minds so we can separate the extremists who preach violence from moderate members of all communities who want us to have a civilised life.”
Mr Brown claimed that tougher security measures had to be balanced against protection of civil liberties.

“We cannot win this militarily or by policing or intelligence alone, we will need to engage people so that we can win the battle of hearts and minds,” he said. Islamic militants were spreading their evil ideas through 5,000 websites.

“So what we must do is not too dissimilar to the Cold War, we’ve got to show people we stand for freedom and democracy and the dignity of the individual,” he said.
