prisons and the smoking ban

I believe that the correct decision has been made to allow prisoners who smoke to carry on smoking. Prison is their home for the time that they are in there and their punishment is to be locked up, away from society - not to be forced to quit smoking.
However, the rules regarding passive smokers are completely unrealistic and unworkable. Until someone comes up with a better idea regarding the health of passive smokers, things should remain the same as prior to July 1st. rather than to jump in with silly ideas that create more problems than they solve.
I'm sure that most of the non smoking officers would agree that the safety and security of any prison has to be the no.1 priority.
